Shackles of the same size can have different working load limits, an anchor line is only as strong as its weakest link. At CB diving only top grade is used with the highest load limit. Windy white cap weather is the hardest on anchor lines, and can put a lot of force on shackles. For larger vessels / boats, 2 shackles are connected to each attachment point for extra security.
